Driving from Norfolk is a much more scenic drive. Unlike the several tolls going from NY to OC, you will have one whopper toll for the Bay Bridge Tunnel (Its worth it!!)
Your looking at about 140 mi (about 3 hours 3 mins) of coastal driving, much of the roads go through beautiful forest and interesting towns. If you have the day to do the drive and want to stop somewhere cool, pop into Chincoteague, VA. The town has some great seafood, interesting sites and probably the best place to take a driving tour through Assateague State Park. You will also pass both Snow Hill, MD and Berlin, MD. Both of these towns are worth a peak.
You are looking at 236 mi (about 4 hours 29 mins) from NY City. You will need to keep on your toes to make this trip. You will want to print out directions before your trip. You will hit multiple tolls and end up coming in through Delaware. I recommend using 113 all the way through to rt 90 instead of driving through all of the beach towns.
The problem you may have is deciding if you are in New York or Newport. If you have the ability to transport to either when deciding that you would like to visit Ocean City Maryland, I would recommend coming from Newport. If you do not have a transporter and are settling a bet between someone in the other location reflecting on what way is easier, I suggest choosing the location that makes you look good.
