Most of the big "buffet" places serve Prime Rib. Embers/Bonfire/Higgins.
However, although they might not have prime rib, these are good restaurants:

Galaxy (~65th street)
Windows on the Bay (near the Rt. 90 bridge ~62 street)
Lighthouse Sound (just off O.C.)
Nantuckets (Fenwick)
The Waterman (West OC)
